What article of the constitution talks about the legislative branch?
Article One of the United States Constitution establishes the legislative branch of the federal government, the United States Congress. The Congress is a bicameral legislature consisting of a House of Representatives and a Senate.
What is the main job of the legislative branch?

actions that aren't specifically granted to Congress in the Constitution but are considered necessary to fulfill governmental duties.
Examples of Implied Powers
Constitution doesn't say that Congress has the right to make a bank, but its defenders claimed that one was necessary to carry out the Congress' power to collect taxes.
Inherent powers
powers that Congress and the president need in order to get the job done right.
What does the Commerce Clause give Congress the power to do?
